Microbial growth doesn't happen just because water is present in a product. It happens when microorganisms have access to water they can actually use, and that's a question of water activity, not total moisture content.

Every microorganism has a minimum water activity threshold for growth, which makes water activity a reliable predictor of microbial risk long before a problem shows up as spoilage, off odors, or a failed test. Left unmeasured, that risk can turn into product loss, recalls, regulatory exposure, and added preservative or processing costs.

What water activity level stops microbial growth in food products?
As a practical rule, complete microbial inhibition in shelf-stable products occurs below 0.60 aw. Mold and yeast risk appears in the 0.70-0.85 aw range, and pathogens like S. aureus can grow and produce toxins above 0.85 aw.

At what water activity does Salmonella grow?
Salmonella can grow above 0.93 aw. Listeria monocytogenes has a slightly lower threshold, growing above 0.92 aw.

Why is water activity a better predictor of microbial risk than moisture content?
Microorganisms respond to the water that's actually available to them, not the total amount of water in a product. Water activity measures that availability directly, which is why it's a more reliable predictor of microbial risk than moisture content alone.

Can two products with the same moisture content have different microbial safety risk?
Yes. Since microbial growth depends on water activity rather than total moisture, two products with identical moisture content can carry very different microbial risk depending on how much of that water is available.
