Water activity tells you how much of the water in a product is actually available to participate in chemical reactions, physical changes, and microbial growth. That's fundamentally different from moisture content, which simply measures total water regardless of whether it can cause problems. Two products can share the same moisture content and still behave very differently over time, because ingredients like sugars, salts, proteins, and fibers bind water and make it unavailable, even when moisture content looks high.
